The National Lottery of Finland (Oy Veikkaus Ab) is wholly owned by the government and is regulated by the Finnish Ministry of the Interior.

In 2004, GTECH Holdings Corporation signed a contract with Veikkaus Oy to introduce an integrated gaming system that allows Finnish players to play the instant versions of the lottery online. GTECH also introduced online coupon games, sports betting and electronic games of chance through this system.
